Yes. Your ELO, league and stats are saved to your account. You have two independent ladders: one for Arena and one for Deathmatch.

Yes. The installer is clean and verified. If Windows shows an "unknown publisher" warning, that is normal for indie games: choose "More info → Run anyway".

The site and the game are in 6 languages: English, Spanish, Portuguese, Polish, German and Swedish.

The Store opens shortly after launch. RiftCoins only unlock cosmetics and are credited to your account instantly. They never grant a gameplay advantage.
